What are these little bumps on my chest?!?!?!??!?

I'm a male 18 year old and have had these little bumps under my skin on my right pec for some time now. I used to wrestle, in which you sweat a lot, but I'm not sure if that has anything to do with it. I've gone to the doctor and he gave me cream, but it doesnt seem to help. They dont hurt or anything, they just sit there on my chest. I thought they may be ingrown hairs and have poked at them with a needle, and actually found a curled up hair in a few of them, but the others dont seem to have any hairs in them. I've tried using Proactiv on them, using a pumis stone, and everything else. How can I make these go away?? i hate them
