Should i prefer IIT Ropar or Mandi or IIT rjasthan over PEC or BITS or not?

I expect that many marks for which i will get admission in CSE in IIT Mandi Or IIT Ropar .. Should i forgo an IIT over PEC or BITS Pilani .. Help me with the decision ..
